Palompon Institute of Technology (PIT) Underwent Management System Certification under Det Norski Veritas (DNV)

Last October 3-5, 2012 the Palompon Institute of Technology (PIT) based in Palompon, Leyte, Philippines  underwent an inspection and evaluation to determine the capability of the school in promoting training and education that can support the needs of their own vessels but others as well.
              
DNV also conducts classification, verification, risk-management and technical counselling to Maritime and Oil/Gas companies globally.

They are also into counsel-ling, testing and certification services to the global energy sector, including: renewable 
energy, emissions, energy efficiency, power production, transfer, and distribution.

Certification, assessment, training/education that supports customers’ products, processes and organization globally over a wide specter of fields
            
The Audit team was headed by Alexander Jose T. Javier, wherein the team commented on the following subjects:
1.     Noteworthy Effort:
a.)    PIT is excelling in national – topping PRC exams at Category 2 with 65.34% passing rate 66/101 in 2011 and ship-owners exams MSAP having cadets consistently in the top 10.

b.)    Course delivery of instructors are objectively evaluated by the program head. High result of the evaluation was validated during random class observations during the audit.

c.)     Extensive analysis and actions done on feedback from students, ship-owners and manning agencies.

d.)    Course syllabi and IG’s are appropriately updated to ensure relevance.

e.)    Students are immersed on hands-on learnings e.g. bridge simulation, engine piston dismantling, pneumatics diagnosis exercises, etc.

f.)     The institution has the appropriate equipment and facilities for maritime quality training.

g.)    PIT has a strong research culture with the current (2011-2012) volumes of research outputs from students and faculty. In fact some research publications are distributed within Region 8 in the EVMMARDEC Journal.
 2.     Opportunities for Improvement:

a.)    It would be beneficial to strengthen communication between Guidance Office and Maritime Academics to ensure that soft-skills training such as behavioral, motivational, beneficial for students’ character building and leadership be planned and coordinated.

b.)    The Institution should review and standardize entrance exams which should include differential aptitude evaluation, which is currently available for use.

c.)     It would be beneficial for the school’s electronic data back-up records are transferred off-site from the current building it is now placed.

3.     Observations:

a.)    Closure of observation and non-conformity findings should be in two stages: 1.       Identifying symptoms and root causes. Consequently, the NCR report form should be modified to indicate such and the corresponding actions on corrections and corrective actions respectively.

b.)    The internal quality auditors’ pool should be expanded to ensure effective coverage of evaluation of processes in the quality management system.

c.)      All instructors involved in simulator instruction should be certified and attend the Simulator Instructor’s Training Course as required in the STCW.

d.)    Seamanship laboratory – most of the safety head harness of hard hats are worn out.

e.)    There should be a facility to document students’ feedback on the use and conditions of facilities and equipment such as simulators, laboratories, classrooms, etc.

f.)     The Library should ensure consistency in the monthly delivery of Seaway Shipping Digest as subscribed. For 2012, only April issue was delivered.
